Citizens of Klaipėda city have the opportunity to report to the municipality about emerging problems in the city, for example: problems with lighting, asphalt pavement, disorder in the courtyards of apartment buildings, traffic management problems. Citizens can flag problems in 38 areas related to city management. On the Klaipėda City website, klaipeda.lt, residents can mark a problem, provide a description of it, and monitor the progress of solving the problem by logging in through the government’s electronic portal and selecting the service. When creating a new problem in the city, the user marks it on the map, selects the category of the problem, describes the problem, and can upload related photos. Information about the time of problem registration, location (map coordinates), description of the problem, attached photos should be transferred to the document management system and is public on the website. It is also possible to monitor registered, addressed and resolved issues in real time.
Challenges Addressed
This tool helps the Klaipėda city municipality administration to respond more quickly to problems related to violations of the city’s public order, to hear the opinions of citizens and to collect proposals related to the city’s infrastructure, traffic organization problems and other areas that affect the quality of life in the city. Also, this system reduces the amount of bureaucracy, because each category is assigned a responsible civil servant from the document management system, for whom a task is automatically created when a new urban problem is registered, and he can immediately start solving the problem according to the created algorithm.

This system helps to involve citizens and to respond more quickly to the problems that happened in the city. The system has the possibility to determine that solved problems are still displayed on the map 9 months after the problem has been eliminated. There is also an option to view the list of all issues, the list, filter it according to the parameters specified during installation. Impact
The most common problems are related to air pollution, the condition of roads and pavements and children’s playgrounds. According to statistics in 2021 Klaipėda city received 960 cases and in 2022 -980 cases. Most of the problems were solved during 3 months period. Participatory budget is a tool that gives citizens from 16 years old the right to decide for themselves how to spend part of the city budget. The most important thing is to present an attractive idea worthy of the support of other community members on how to improve public infrastructure in the living environment, and the city municipality will take care of the implementation of the winning proposal. Every year Klaipėda city allocates 150 000 Eur for this initiative. In order to make this process easier and more comfortable for the citizens to vote and suggest ideas municipality uses Consul program. The program is an offer module where every user of the portal can organize and actively provide their support. When the proposal passes the administrative evaluation and meets the necessary criteria, the citizens of Klaipėda can vote for the idea.
Challenges Addressed
Through the system, citizens themselves submit proposals for budget investments, express their support for publicized projects, and later, by voting for recognized suitable projects, determine which investment projects receive financing from the city budget. In 2022 Klaipėda city received 33 ideas. This tool helps to be more envirementally friendly because the process is fully digital. Also it an opportunity to upload various format files.
