Digital Tool – PARTECIPA

Short description of the tool
ParteciPa is an open source platform promoted by the Department of Civil Service and the Department for Institutional Reforms of the Presidency of the Council of Ministers.

ParteciPA promotes citizen participation and improves the quality of public decisions, using the opportunities offered by new technologies. ParteciPA is based on Consul Democracy, which is open source software for active citizen participation that is made available to all public administrations-state, regional and local-that wish to use it.

Challenges Addressed
ParteciPA was created to solve the problem of low citizen involvement in community choice, so it has the aim of connecting with citizens by promoting active participation on their part through webinars, commenting, questionnaires, debates.

It is a platform dedicated to public consultation and participation processes (partecipa.gov.it) that uses the technical and operational features of social media and social networks to foster interaction, sharing and creation of information of interest to the community. Depending on the needs of the Entity, it can be modulated with various areas (e.g., Forums, Opportunities, Proposals, etc.).

This tool is for every citizen who wants to be part of the community, share opinions about public policies and promote own ideas and suggestions.

Key features and benefits
One can participate in active consultations by taking part in a debate, commenting, or entering proposals, responding to a questionnaire, following a webinar, attending a meeting, or participating in other activities.In some cases you will be able to enter proposals, in others you will be able to comment on texts, and in others you will be able to fill out questionnaires and/or take part in debates and other actions. In the consultation process, public administrations engage citizens to provide comments, ideas, observations or other types of information for the purpose of enriching and improving the decision to be made or the measure to be taken. Once input has been acquired and considered, administrations account for comments received and any comments accepted.

Impact
Since its creation, ParteciPA has proven to be a valuable tool for increasing the active participation of citizens in the life of their community, sharing opinions and promoting ideas and suggestions.

Digital Tool – SPID

Short description of the tool
The Public System of Digital Identity (in acronym SPID) is the unique system of access with digital identity to the online services of the Italian public administration and private members. Citizens and businesses can easily access these services with a unique digital identity that allows access and use from any digital device.Authentication with SPID comes in three levels of credential security, depending on the type of service. In addition to the classic mode of access with username and password, fingerprint, voice stamp, retina or iris, or other biometric recognition features can also be used for authentication.

Challenges Addressed
It was introduced to address the fact that the proliferation of online services was forcing citizens to have an ever-increasing number of login credentials, leading to confusion and difficulty in entering different sites with multiple usernames and passwords.
SPID is a service meets the need to be able to have a single set of credentials that can guarantee access to any web service. A simple system for the end user, standardized at the national level and integrable with the European system.The SPID is easily used by over 18 but for minors should be requested by their parents.The SPID identity is obtained by applying to one of the identity providers which you can freely choose from those authorized by the Agenzia per l’Italia Digitale (AgID).

Key features and benefits
SPID has the advantages of allowing people to request documents from home, making registrations, obtaining many documents online without having to go to public offices in person, resigning online, and accessing own reserved area of the Pensionistic System.
This digital identity is therefore very useful in case one wants to do all the bureaucracy online especially for those who work, for those who have many commitments.

Impact
For those who are technologically minded, this means of digital identity can be seen mainly as a benefit with many merits and few drawbacks.

So far, there are 35,088,446 people in Italy who have signed up for this service and thus have a digital identity.
